The first batch of Trade Single Window (TSW) Phase 3 service is targeted to be launched in 2026, which will replace the existing Road Cargo System. The trade will be required to submit electronic advance cargo information via TSW website.

The General Administration of Customs of the People's Republic of China and Hong Kong Customs completed the extension of Mainland-Hong Kong "Single Submission for Dual Declaration" Scheme on cargo on 19th May 2025. The scheme has been extended to include all cargo exported from Hong Kong to the Mainland via all land boundary control points, thereby providing comprehensive coverage of road cargo clearance between both places. This enables more enterprises to benefit from the completion of Customs declarations for both the Mainland and Hong Kong sides by making a single submission of road cargo information.

The Smoking (Public Health) (Amendment) Ordinance 2021 will come into operation on 30 April 2022. No person may import an alternative smoking product (covering herbal cigarettes, electronic cigarettes and heated tobacco products) by way of parcels, cargoes, and bringing in by incoming travellers.
