Road Cargo System (ROCARS) services will be progressively discontinued according to the schedule below:

Trade Single Window (TSW) Phase 3 services will be rolled out in three batches starting in 2026, covering the following trade documents and cargo information:
(a) Import and Export Declaration (TDEC);
(b) Cargo information including Advance Cargo Information (Road and Air), Cargo Manifest and Cargo Report in respect of different transport modes; and
(c) Applications for the Certificate of Origin (CO) and Permit for Dutiable Commodities (DCP).
The first batch of services is planned for launch in mid-2026, when the TSW system will replace the existing Road Cargo System (ROCARS) for the trade to submit electronic advance cargo information (Road). The second and third batches of services are targeted for launch in 2027, when the TSW system will replace the Government Electronic Trading Services (GETS) as well as the existing air cargo and sea cargo clearance systems of the Hong Kong Customs and Excise Department (C&ED), namely the Air Cargo Clearance System (ACCS) and Sea Cargo Support System (SCSS), enabling the trade to submit additional trade documents and cargo information covered under the TSW Phase 3.

The General Administration of Customs of the People's Republic of China and Hong Kong Customs completed the extension of Mainland-Hong Kong "Single Submission for Dual Declaration" Scheme on cargo on 19th May 2025. The scheme has been extended to include all cargo exported from Hong Kong to the Mainland via all land boundary control points, thereby providing comprehensive coverage of road cargo clearance between both places. This enables more enterprises to benefit from the completion of Customs declarations for both the Mainland and Hong Kong sides by making a single submission of road cargo information.

The Smoking (Public Health) (Amendment) Ordinance 2021 will come into operation on 30 April 2022. No person may import an alternative smoking product (covering herbal cigarettes, electronic cigarettes and heated tobacco products) by way of parcels, cargoes, and bringing in by incoming travellers.
